Cuyahoga County Charter Review Commission


Responsibility:
The Cuyahoga County Charter Review Commission is established pursuant to Article XII, Section 12.09 of the Cuyahoga County Charter. The nine members of this Commission shall be nominated by the County Executive with the confirmation of the County Council. As the entity responsible for reviewing Cuyahoga County's Charter, this nine-member body shall consider any necessary changes to the Charter that will facilitate a more effective and efficient government and delivery of services. The appointed members of the Charter Review Commission are specifically required to consider Charter changes to address the needs of the County's Public Defender Office including its operations and the method for selection of the County's Public Defender. The Charter Review Commission shall review all sections of the Charter and shall propose any amendments to the Charter to that the Commission deems appropriate.

For 2017 – through June 2018, the Charter Review Commission will meet the first Wednesday of every month. Additional meetings may be scheduled. All meeting materials and minutes are made available online on this site.


Qualifications:
Pursuant to the provisions of the County Charter, all Commission members shall be Cuyahoga County electors. The nine members of this Commission serve one year terms and shall serve without compensation. No more than two Commission members may be officers or employees of Cuyahoga County and no more than five of the Commission members may belong to the same political party. The Charter mandates that the Charter Commission be appointed in September of 2012 and the final report containing any proposed charter amendments and a summary of the Commission's activities, shall be issued to the County Council for consideration on or before July 1, 2013. The County Council shall establish rules and procedures for the operation of the Charter Review Commission and the County Executive shall provide the necessary staff services to efficiently operate.

Public Participation:
The Charter Review Commission invites all members of the public to make proposals to amend the Cuyahoga County Charter. Elected officials, public agencies, political subdivision and advocacy groups are also encouraged to participate directly.

For thorough consideration by the Charter Review Commission, complete the Proposed Charter Amendment Summary form and submit to CharterReview@cuyahogacounty.us. The summary is used to provide a very high level overview for the Commission.

Public Officials, Agencies, Departments and similar:
Please submit the Proposed Charter Amendment Summary form on or before Monday, October 30th, 2017 and prepare for a presentation on the subject matter at the Commission’s meeting Tuesday, November 21st, 2017, 4:00 p.m. – 5:00 p.m., at the Cuyahoga County Administrative Headquarters, Committee Room A, 2079 East Ninth Street, Cleveland, OH 44115.

Advocates, non-governmental organizations and other interested parties:
Please submit the Proposed Charter Amendment Summary form on or before Wednesday, November 15th, 2017 and prepare for a presentation on the subject matter at the Commission’s meeting Wednesday, December 6th, 2017, 5:30 p.m. – 7:30 p.m., at the Jerry Sue Thornton Center (Ford Room) located at 2500 East 22nd Street, Cleveland, Ohio 44115. Free parking is available.
 
In early 2018, selected proposed amendments will be invited by the Commission to provide additional information, more detailed rationale, and suggested language for Charter Amendments.
