The Board of Control was created by County Council to review purchases and other contracts above $100,000 through $500,000. Cuyahoga County Ordinance No. 2011-0044: Board of Control, Contracting and Purchasing Procedures Ordinance outlines the parameters for the Board of Control.

The Board of Control is a board created by law, and its members act collectively in deliberating and voting on the items before the Board. It is composed of the County Executive, Fiscal Officer, Director of Public Works, Director the Office of Procurement and Diversity, and three members appointed by Council President. The Board of Control meets weekly to review, deliberate, and vote on the various contracts, agreements, and other matters before the Board. All meetings are open to the public.
